CENTRAL AND LOCAL GOVERNMENT

Chief Personnel Officer
By law, the Chief Personnel Officer is the employer of all daily paid workers in the public sector. This includes all workers employed by Government Ministries, local government Corporations, the Tobago House of Assembly and various other statutory bodies. It is the largest bargaining unit within the NUGFW with just over 23,000 workers covered by the Collective Agreement.

1999-2001 Collective Agreement
This Collective Agreement ended on 31st December 2001 and until negotiations for a new Collective Agreement are concluded this remains the sustantive Agreement.

2002 - 2004 Collective Agreement
For many years our negotiations have concentrated primarily on increasing wages, COLA and allowances. However, in our last negotiations we made some major breakthroughs in winning a Medical Plan, getting agreement to a Pension Plan and embarking on the most significant re-classification exercise for over quarter of a century.

In the proposals we have submitted for our next set of negotiations we have started to tackle a range of important changes that are necessary for our members.

A copy of the full proposals are attached and includes the following key elements:

  • Increase the number of permanent workers 
  • All workers with 6 months service or more at the end of 2001 should be made permanent
  • Thereafter all workers with 6 months service shall be made permanent
  • Injury leave with full pay
  • Paternity leave 1 week with full pay
  • Shift premium at 10% of grade rate
  • Consolidation of some allowances
  • Unutilised sick leave to be paid at full pay each year
  • Vacation saving plan – employee 2% employer 4% and workers entitled to withdraw all contributions plus interest
  • Finalising the outstanding issues in the Pension Plan
  • Employee Assistance programme
  • Computer Loan of $20,000 interest free
  • Finalisation of re-classification exercise
  • Regulation of the use of contract labour
  • Wages and COLA – not less than the norm

This represents the most far reaching and radical set of proposals that we have submitted for changes to the Collective Agreement for many years. 

We will be producing material to enable details of our proposals to be circulated widely amongst the membership. It is important that we maximise support for these proposals and use this to build our membership and strengthen the Union.
